Institutional Controls Program

The Record of Decision (ROD) for Operable Unit 3, the Coeur d’Alene (CDA) Basin, states in Section 12, page 12-12 that institutional controls will be required to limit future exposures to contaminated soil left in place and groundwater not addressed by the Selected Remedy. The ROD, Section 12, page 12-2 states that the Selected Remedy does not include remedial actions for CDA Lake.

Institutional Controls Program Rules for an administrative area from the confluence of the CDA River and CDA Lake to the headwaters of the South Fork CDA River in OU-3 have been approved by the BEIPC, Panhandle Health District (PHD) Board and the Idaho Legislature. PHD is responsible for management and enforcement of these rules. Included below are copies of the Administrative Area Map and its legal description and a copy of the IDAPA 41 Public Health District Rules for the ICP.
