Institutional Controls Program

The Record of Decision (ROD) for Operable Unit 3, the Coeur d’Alene (CDA) Basin, states in Section 12, page 12-12 that institutional controls will be required to limit future exposures to contaminated soil left in place and groundwater not addressed by the Selected Remedy. The ROD, Section 12, page 12-2 states that the Selected Remedy does not include remedial actions for CDA Lake.

The Institutional Controls Program (ICP) is in effect for an administrative area from the confluence of the CDA River and CDA Lake to the headwaters of the South Fork of the CDA River including Operable Units 1, 2, and 3 of the Bunker Hill Superfund Site (see link attached below).  The requirements for the program are included in Senate Bill 1013.  The ICP will continue with no significant day-to-day changes in how the ICP operates for affected parties owning or occupying property within the site.  Panhandle Health District will continue to administer the program locally.
